Industrial Paint is more concerned about protection and Regular or Architectural paint is concerned about asthetics. Industrial Paints are formulated to withstand extreme temperatures, chemicals, humidity, immesion service, wear and abrasion. Regular Paints are designed for ambient temperatures and are more focused on color and gloss.
Typically epoxies and aliphatic urethanes cure / dry the hardest.
It really does depend on the application, there are many of Brands of Durable Industrial Coatings. The most durable coatings are systems of epoxies with urethane or specialty topcoats.
Fluoropolymers are the longest lasting paint for exterior metal. They are extremely expensive and difficult to apply. The best value for long life on exterior metal is Aliphatic Urethanes.
The best coating for rust on steel is an epoxy. Good surface preparation is important, sandblasting to bare metal with extend the life of steel coated with epoxy systems. Rust Convertors, like Corroseal, can help depending on the situation.
Fluoropolyers, epoxies and urethanes are the most scratch resistant paints.

For Exteriors of Buried Pipelines, Epoxy based coatings are the most common, they can be FBE Fusion Bonded Epoxy, Liquid Epoxy, Coal Tar epoxy. They can have a high Electrical Resistance to work with ICCP (Impressed Current Cathodic Protection) Systems.
For Exteriors of Exposed Pipelines, Urethane and Industrial Alkyds are common over primed pipe.
Interior Pipe application requires detailed knowledge of cargo, pressure and temperatures before coating selection.
Industrial coatings are most commonly applied by Paint Sprayers such as Airless Sprayer, Plural Spray, or Conventional Spray Pot. Industrial coatings can also be formulated for brush and roll or dipping applications.
Professionals tailor the Industrial coating to the application environment. The most common products used are epoxies, urethanes and alkyd products. Waterborne or lower VOC (Volitile Organic Compounds) and low HAPS (Hazardous Air Pollutants) are becoming more common.
